SPP Indicator Targets
SPPI 5: Measurement
SPPI 5 measures the percentage of children with individualized education programs (IEPs) aged 5 who are enrolled in kindergarten and children aged 6 through 21 who are served:
- Inside the regular class 80% or more of the day;
- Inside the regular class less than 40% of the day; and
- In separate schools, residential facilities, or homebound/hospital placements.

SPPI 5: Data Source
The data source for SPPI 5 is the same data used for reporting to the U.S. Department of Education under section 618 of the Individuals with Disabilities Education Act (IDEA), using the definitions in EDFacts file specification FS002. Local educational agencies submit student level demographic data specific to the amount of time spent in special education locations during the fall Public Education Information Management System (PEIMS) submission.
