The Texas Education Agency (TEA) is committed to supporting school systems in their efforts to improve the safety and security of school facilities for students, staff, and visitors. This To the Administrator Addressed correspondence shares school safety updates related to enhanced monitoring and commissioner rulemaking.
To enhance school system safety and security, the TEA Office of School Safety and Security implemented a multi-tiered Enhanced Monitoring Plan for campuses with persistent Intruder Detection Audit (IDA) findings. At each tier, enhanced monitoring increases school system accountability while also providing the school system with technical assistance needed to create a safe environment for students and staff in accordance with Texas Education Code (TEC) §37.1083, §37.1084, and §37.1085. The following school safety requirements are currently in the proposal process and expected to be adopted for the 2026-2027 school year. The proposed rulemaking is available for review on the Texas Secretary of State website.
19 Texas Administrative Code (TAC), §103.1209, Mandatory School Drills
19 TAC §103.1209 is in the amendment process to incorporate requirements outlined in Senate Bill 57, 89th Regular Legislative Session, related to students and staff with disabilities having equal access to safety during required school drills and emergency events.
19 TAC §61.1031, School Safety Requirements
19 TAC §61.1031 is being repealed for adoption as 19 TAC §103.1215. Once adopted, this rulemaking will clarify existing school safety requirements and incorporate updates from the 89th Regular Legislative Session.
19 TAC §103.1217, Safety During Extra Curricular Activities
TEC, §37.1083, requires the agency to ensure that school systems include provisions for ensuring the safety of students, staff, and spectators attending extracurricular activities in their multihazard emergency operations plans under TEC, §37.108(f)(8). 19 TAC §103.1217 will be the rulemaking associated with Safety During Extracurricular Activities.

19 TAC §103.1219, Assignment of a Conservator
TEC, §37.1085, authorizes the Commissioner of Education to assign a conservator if a school system fails to submit to any required school safety-related monitoring, assessment, or audit, fails to comply with school safety requirements, or fails to address issues raised by the agency's monitoring, assessment, or audit of the school system
19 TAC §103.1219 will be the rulemaking associated with Assignment of a Conservator for Noncompliance with School Safety and Security Requirements.
19 TAC §103.1213(e)(3)(D) requires that school systems submit information related to events requiring an emergency response, including the discovery of a firearm on a campus in accordance with TEC, §37.1083(h)(1), in the Sentinel portal. This is inclusive of notifications regarding a bomb threat or terroristic threat, as outlined in TEC, §37.113. Field agents will routinely contact school systems to offer technical assistance regarding emergency events that occur on school campuses. School systems must share details regarding events requiring emergency response with Office of School Safety and Security field agents.
