State Performance Plan Indicators

The State Performance Plan/Annual Performance Report (SPP/APR) includes 18 indicators used to measure how well the state meets requirements under the Individuals with Disabilities Education Act (IDEA). These indicators address both compliance with federal requirements (compliance indicators) and outcomes for students with disabilities and their families (performance indicators).

Targets, or goals, establish expected levels of performance for each indicator and provide a benchmark for measuring progress over time. Targets for compliance indicators are established by the U.S. Department of Education’s Office of Special Education Programs (OSEP). Targets for performance indicators are determined by the Texas Education Agency (TEA) in collaboration with stakeholders, including the Texas Continuous Improvement Steering Committee (TCISC).

LEA Reporting Requirements

Local educational agencies (LEAs) are required to submit valid, timely, and reliable data that accurately reflect performance on each State Performance Plan Indicator (SPPI). TEA uses LEA performance on the indicators as part of the annual determinations analysis. Any issues related to the submission of inaccurate data or the failure to submit required data are addressed by the Division of Monitoring, Review, and Support.

The data sources and requirements for collection vary by reporting priorities or SPPIs.

Reporting Year

States report data for the Federal fiscal year (FFY) reporting year with data from the identified school year (e.g., FFY 2024 includes school year 2024-25 data) except for Indicators 1, 2, and 4. For these indicators data are
reported from the prior school year (e.g. FFY 2024 includes 2023-24 school year - lag data). The Office of Special Education Programs (OSEP) determines indicator reporting years.
